Unable to update Error error [30413] [20496]

I tried all fixes, you find on google and in the support section (.exe, ports, deleting)
Win Defender off, AV expection on.

The download starts, then it slowly goes to 0 MB/s and thats it.

Non steam version germany Win 10

I read it could be high traffic in update servers. Can staff confirm that?

fixed it, was a cable problem. Old cable, i checked all connections and plugged it in another slot in the router.
