I believe the intent was to rely on your fellow crafters. While I don't deny that I've made a second character just for more tokens I have also gotten tokens by other means, whether it be giving someone the materials to trade in and paying for the use of their tokens or helping fellow crafters reach 60 with the understanding that they will provide me the use of some of their tokens.
I don't think this really affects the majority of the playerbase honestly, mostly those who are more invested in crafting itself and want to craft their own items. Otherwise most probably see it being similar to Esoterics for turn-in gear or weekly loot lockout for crafted gear. The only difference is combat classes can't pay/borrow extra gear pieces from others.
You have to hit level 58 in the MSQ to start collecting red scrips, not exactly something you do in a couple days.
