This should be the cage that you find within the Amaljaa Territory, the part on the way to the Ifrit Aetheryte with a couple of Drakes.

There are also several other similar cages around that part of South Thanalan.

probably in southern Thanalan, where Zan'rak and Zaharak are... I think that's the cage they use to capture people.

Not sure the exact area position wise but it's just south west of the Amaljaa fortress on top of a cliff.
