Playing on Lindblum and I've been told to obtain a rusty need from Norbettaux, however he doesn't seem to be selling one. Was I misinformed? Is there another location in which I can purchase one?

Seems so.. You'll rank up pretty fast to 10 off of some leves, and a few other things here and there so probably just snag the level 8 one?
With the more severe handicap imposed for equipping gear of a higher rank, this might make it unduly hard. I believe with the patch an NPC has been added to every Adventurer's Guild selling all of the level 1 main hand items. I believe they're wearing an apron; at least they were in Gridania.
