This tooltip has an error as well. It states:
"Use existing recipes to create collectables without increasing step count." Note the bolded.
Upon engaging in a synthesis act with this buff active, the step count most assuredly increases on the UI, therefore this text should not even be present. Either that, or the game is bugged and erroneously increasing steps during collectable synthesis. :)
The text means that the action itself doesn't increase step count, otherwise you could toggle it on and off to abuse Tricks of the Trade and Comfort Zone.
Still, it's ambiguous when it's worded that way (as evidenced by the fact I posted here in the first place) >.> If it's meant to say as you state, it should still probably get updated to avoid the ambiguity. Something like "This action doesn't increase the step count." as a separate sentence.
