guild leve "Stay on Target" doesnt exist at Gridania leve NPC

World : Gaia
server : Durandal
race: miko'te
character name : Inui Noa
Class lvl : Carpenter 35
target NPC : Gontrant
Quest name : Stay on Target
Quest LVL : 35

I was doing guild leve to level up my carpenter and i stucked at 35 because "Stay on Target" doesnt exist for my character, but my friends.

I tried to finish other leve on same lvl range so it may unlock but it didnt happened, and i know as well those kind of big city leve doesnt really randomly show up or gone by finishing other leve quest.

Have you unlocked the leves in the location where you're supposed to deliver it?
