Can i actually report them if they are botting like they run to fate use some skills to finish it then runs back to main town to wait for next fate spawn then they run out again ... also never responds to tell or chat ??

Sometimes I think these guys are bots too. One day I shouted there was an S rank mark up in NT and nobody said anything in shout. In fact the Fate train ran right past the S mark. I really wonder if sometimes these people are botting.
Maybe they just didn't want to do it? Lots of times when I've farmed FATES for my 3 jobs there, my group never cared about S ranks either since we're there for the XP, and those don't give any worthwhile. Engaging in S ranks might mean missing out on more XP rewarding FATES.
Yes, many of these are bots and yes it is a reportable offence. Confirmed offenders may be given a ban along with other remedies.
North Thanalan is notorious for its bot train. I've been reporting the same people daily for a while when Heavensward launched, but I gave up.
You pretty much describe me when I went through the ugly FATE grind back in ARR. Sit in town building up rested exp bonus, run to FATE when it pops, kill it, run back to town or to next FATE.
I never respond to tells because I have them filtered out of my chat log. I don't always respond to "chat" from random people in the zone, when I was grinding I normally was watching TV and didn't have my keyboard on me.
Do it. Report them. Because I have noticed that they are hiding inside the Garlond Ironworks building in Revenant's Toll. If you see them in there, report them.
I have tells completely filtered out, and occasionally use the North Thanalan fate train to fate grind (I usually switch between fates and dungeons). I pretty much ignore hunts when I'm doing this.
Might as well report people for being silent during dungeon runs after saying "hi".
