Unable to activate Levequests (and Guildhests)

Steps:
This account/character dates back to beta of 1.0 and many changes have occurred throughout the life of this character.

I can access my Inn, but I can't activate any Levequests from the Levemetes in any starting city. There's a similar [ POST ] that was marked resolved, however the resolution doesn't apply in my case. I have attached a screenshot to provide proof of completion for the quest "Just Desert" which upon completion should unlock Inns and Levequests.

If I'm missing something, even if it's obvious, please accept my apology and know that I have spent a fair amount of time looking up this issue and trying out many NPC's all to no avail.

You are missing the sidequest that unlocks levequests. It should be in the adventurer's guild of your starting city.

There's no one in the adventurer's guild that has any available quests (related or unrelated, all quests at some point have been cleared.)

Check your side quests log to see if Leves of Horizon is still open. That is Uldah's leve trial unlock quest. Then you have to do Simply the Hest to unlock Guildhests.

You need to go to the adventurer's guild in Limsa, since that's your starting city

Thanks for willingness to help. All 3 city NPC's had similar dialog. I contacted SE through in game, although through a different channel (they don't have one for bugs, I suppose that's what this is for). Received a response the following day, and the Levemete had quest marker available after logging in.

For the purpose of reporting a more accurate bug, if any additional screenshots or information is needed I'm happy to provide, before and after fix.
