Yugiri came out way before HW was close to completion, so the Au Ra model probably wasn't finalized.

Second, maybe her model was not ready yet or more likely, SE wanted to keep it a surprise till right before Heavensward since she is the new race.

Considering they showed off the Au Ra long before 2.55 (or 2.5 itself?), there wasn't much to use as a surprise at all (not that her face was much of a surprise, given how human it is). Back in 2.2, I think she was using a Miqo'te body or something as a placeholder.
