Does nobody seem to do the fates in heavensward. I look across the entire map and all the fates are 0% progress most of the time. Is there a reason people aren't doing them?

I've seen a few get done in Western Coerthas, but that's about it.
Not in my server. They're doing fates in Coerthas Western, Churning Mist, and Hinterland.
I see people doing FATEs on our server all the time, though it depends on the area and the time of day.
Hinterlands are pretty popular here in Jenova
Mists tend to be popular on Balmung as well as western
For some reason on Behemoth low level (50-54) players are still just staying in N.Thanalan instead of going to Coerthas Western. Players are usingg Churning Mist and Hinterlands are HUGE. Most players are going to Hinterlands early because of how many people are running FATES all the time.
I was able to do the full level from 59-60 (all FATES) in about 3.5 hours, it might have even been less than that. Not bad.
Now that fates are buffed for xp, plenty of people run them as alternatives to leveling in dungeons, but the fate trains tend to only run in the zones already mentioned in this thread.
2.0 was the same way, with people running fates mostly in South Shroud, Eastern La Noscea, Coethas, Mor Dhona, and North Thanalan. The devs took note of this and added the Atma to the other 12 zones that people rarely fate farmed in. Only then did you start to see people running fates in other zones, as high level players grinded for relic weapons, enabling low level players to tag along on fates that couldn't be soloed.
I imagine you will see something similar added to the 3.0 zones soon, assuming the relic weapons are designed with the same intent of keeping content relevant at all levels.
