Connectivity and packet loss due to Time Warner Cable.
After just getting back from a week of vacation I tried raiding and it was barely able to react to all of the events going off. After a day of suffering through it I contacted TWC and here's how we resolved the issue.
They explained that my cable modem was 'Quarantined' due to not being registered with the company. I did the registration and it's resolved the problem, hopefully this helps other people with the issue.
