Cannot turn in completed quest

edit: resolved. I turned it in at another levemate, although this was not the one i was instructed to see

Quest: The Deathliest Catch

I finished this quest and the NPC quest giver has a green check mark on the map, but not in person. In person he has a yellow ! symbol. I click on him and get offered "Leves of Moraby". I click accept. I go through the dialogue and the "Levequests" form pops up. It says "There are no more guildleves available at this time". I have no choice but to X out of it. More dialogue and then the big words "Quest Accepted" appear, with the sound effect. I click on Ourawann again and once more get offered "Leves of Moraby". I am unable to turn in "The Deathliest Catch".
