Gear Sets not updating/hotbars not updating

Time: 2021 EDT (but various times this has happened)
Frequency: Every time I log in
World name: Siren
Character name: Mithryl Darkstar
NPC name: N/A
Monster name: N/A
Class/Level: Arcanist/Scholar/Summoner 58
Party or solo: Solo
In-game time: Various
Area and coordinates: Various
Steps:
1. Log in and see that my Summoner and Scholar gear sets are both set to a previous gear set level and that my Summoner hotbars are set to an earlier configuration - the buttons, not the hotbars themselves.
2. Try to switch to gear set (not all of which I have anymore)
3. Update Gear set/hot bars and save updated gear set for both Scholar and Summoner
4. Log out, logged back in and gear set still set to previous gear set(s) and hotbars have empty slots where I had filled in job abilities, so have to start back over with 1....

I have even deleted and re-saved the sets, tried locking the hotbars, nothing helps. :confused:
