I ran into the same issue at first. You have to complete the recruitment and non-dungeon quests for all of the city states before you can actually pick up the quest.
The quests you need to have completed are Career Opportunities (Ul'dah), Arms Race (Ul'dah), Breaking the Seals (Gridania), The Mail Must Get Through (Gridania), The Price of Integrity (Limsa), and Engineering Victory (Limsa). If you can see the option for An Officer and a Wiseman you probably already completed the last two.
