Inactive Housing Survey
I was curious how many houses on my server are being occupied by inactive players and FC's, so I started poking around Mist on Ultros with the following methodology:
If a house is attached to a FC or person who has been online since Heavensward launch, then I consider it active. If it's a FC, first I see if anyone is online, and if not then I check Lodestone to see if the FC has a weekly/monthly ranking. If they don't, it's an inactive property. If it's a single-owner house, then I check if that person is above level 50 on any class. If not, then it's an inactive property.
So far, I've counted 8 inactive properties in Ultros Mist Ward 1, which is a rate of 13% inactive on what seems to be our most popular Ward. I only expect that number to increase as I investigate other Wards.
Feel free to post your server's numbers here, but please don't post specific houses, as that may be a privacy issue.

there's a small plot next to my FC that has been purchased but has been sitting there well before HW with no house built on it... really dumb.

On Zalera there is a small plot next to mine that is owned and no one has ever built on it. On exodus there are people offering to sell for X amount of gil, however that person (persons) seem to never be online. My son would like to buy there and he finally checked the names and those players have nothing over 50. It seems that they may have left the game. I think there are a lot of inactive players who own plots/homes, and that means fewer for players.

plot next to me has been abandoned since i bought my fc house almost 1yr ago
i can easily find 10 houses in my ward alone that has no players belonging to it any more

On Gilgamesh I can confirm two houses (one medium, one small) that belong to people who quit. They were a couple that quit shortly after personal housing was released, and have no plans on coming back. They don't care about the FF franchise, and only joined because of certain friends. Those friends also quit, so they have no reason to return. Their houses have been sitting there collecting dust for quite some time now.

I am on Lamia I have a small house in the lavender beds and I visit quite routinely. I am not sure which houses belong to players who quit or not visit their homes though. I know the player who owns the house across from mine is active as I have seen changes too their property from time to time.

The plot next to my FC house was/is owned by an FC of what is probably Chinese farmers . They used their signboard (technically still do) to advertise their website. Despite being reported by almost the entire ward they are still allowed to keep their property even when no one in the FC has logged in over a year. The property just sits, vacant and undecorated holding space someone could legit use. It's pretty disgusting that SE hasn't reset that property considering what it was used for.
I fully support a decay timer.
