Limited free server/data center transfers

I'm sure this suggestion has been made before, and I likely wont be the last to suggest it.

Currently, looking at what servers can and cannot accept new characters, there are a few servers that are jam packed with characters, and a great many that look to be suffering for a need of players..

A lot of people either cannot, or will not pay the 18$ server transfer fee, especially if they were leaving a good free company behind. Why not, for limited times, offer a free transfer from overpopulated servers, to select servers that desperately need more playerbase? Given a free transfer, a lot of people would be willing to move entire companies over.
