Where is Serpentskin Gloves Recipe?

Every website say Leatherworker level 59. the Grand Company asked me to deliver them, so as usual I went in recipe 51-60 list, but there's no recipe at all. I contacted GM and asked me to report bug because was indeed a bug, however some people say it's on masterbook III. So I said, ok I go search this masterbook III, I'm level 59 so I went in revenant, and the only masterbook it show up is max to II... I'm getting crazy here. Why ask such difficulty stuff at level 59 to deliver when is not possible?
