Country restrictions on the Hairstyle contest an error?

I know it is a long shot but the hairstyle competition has very geographically confined places from which you can enter.

I am wondering if perhaps the competition locations may have been copy/pasted from a previous contest with a physical prize?

If not, is there a reason for this? I've made my entry already. As an Australian, what are our options? We in Australia are usually only excluded from entering when there is a physical prize.

Can I still enter even if I don't get a prize, or will it be completely ignored because of my country? There was wording on the NA site in the entry details that sounded like we could enter but may not get a prize?

If it is a legal thing, can contestants from other countries that do end up winning sign something relieving squeenix of any responsibility?

Sorry to place this here, I thought perhaps localization but the sticky made it sound like here was less odd.
