After capping on esoteric, why don't people who need law tomes just spam Research lab? Sure it doesn't give drops but when you're spam the two expert dungeons you end up getting all the gear you need. Plus this dungeon gives more law in roughly the same time.
I think you answered your own question. You get gear from the two expert dungeons, plus you get the bonus when doing the roulette. Law tomes aren't difficult to come by and right now people are more concerned with capping esoterics and doing alexander on their main.
