Morale ups your ilvl and other stats by a set amount (20 morale ups your ilvl by 20 so I110 would become I130 and the stats would be equivalent to I130 gear) but only in pvp.
It used to be used differently but I don't remember what the original use was.
Edit - Also Morale =/= Morality
With a low enough morality, you can permanently kill players in pvp.
Increases ilvl by the amount of Morale the gear has, it doesn't have much use outside Wolves' Den because the >150 (>80 for old FL) PvP gear doesn't benefit from it and the lower tier PvP gear gets outclassed by PvE gear of higher ilvl.
Morale originally increased damage dealt and decreased damage taken in PvP areas. In patch 2.4 Morale was changed to a per item ilevel increase.
The 3.05 i180 PvP gear (which is roughly equivalent to the upgraded law gear in PvE content) becomes the equivalent of i210 gear in PvP areas because of its +30 Morale.
If only that were true. The ilvl sync to 150 renders the 180 PvP just glamor pieces
