Graphics issue, could use help.

(Posted this is another forum, but not getting a lot of responses on this. Hope this place will be more helpful)

Hey guys. I've got a friend with a graphics problem that they've had for a while now on the PC on Windows 8. Whenever they see clouds, they look incredibly low-resolution, at only at distances that are far (close to the horizon line). They're running a Radeon 5770 graphics card, and i3 CPU and 8 gigs of RAM. Another friend of mine doesn't have this problem running that same graphics card. Anyone know what to do?
