FFXIV ARR/HW Bundle Question

Does the bundle have all the patch files up until HW's launch?
I'm trying to reinstall ARR and HW right now thanks to a bad Windows 10 installation gone awry, and the patch files are 20735.96MB in total. Despite having the ARR and HW CE discs it still left me with 20735MB's worth of patch files to download.

I started downloading the files a few hours ago and I hit about 15000MB to go when I encountered an error and the remainder of the files refuse to download.

I'm considering buying the bundle for next time if it will save me the headaches for future reinstalls, but only if the bundle contains the patch files.
