Locked out of unlocking costa leves

Drowning Wench accepted level 30 leves. Completed 2 of them.
Expected result: Turn in the leve.
Went to turn in to Nahctahr and it turns out I haven't unlocked Costa leves.
Tried to accept quest Leves of Costa del Sol quest
Doesn't show any available leves.
Press cancel.
Says quest accepted.
Quest giver should let me turn in the completed leve but wont.
Cannot delete the completed leve from my journal.
Not sure what to do...

Gotta be level 30 disciple of war/magic.
