The red ones in the top row are quest-based. You probably missed a side quest somewhere or need to progress a little more through the MSQ. Just follow this link, it should help you find what you're missing:

Yeah, I got caught out by that too - it turns out you first need to do a quest that starts back in Ishgard before the quest that rewards the aether current will appear in Camp Cloudtop, along with having progressed sufficiently in the Heavensward main scenario. This sidequest is the one in question.
