I dont know if this is really a bug, but i was leveling GSM and i noticed that the recipe asked by the NPC for lv58 leves are all 1 star crafting book (lv60+) recipe which requires the blue scrips.
Griffon Weaver tool etc, i think this should be rebalanced to use actual lv58 recipes..
