So when I use Impulsive Appraisal and I don't get the Discerning Eye proc it increases item rarity by 103. However, when I use it and I DO get the Discerning Eye proc it STILL increases it by only 103!
Anyone else having this problem? Just go to a random collectable and spam Impulsive Appraisal to see.

Apparently, Impulsive also gaining the buff on proc was a bug, and it was patched on Tuesday. So no more 155 Impulsives.

IA was only supposed to apply to the next appraisal skill if it got DE. The bug was patched.

I use it plenty and haven't run into any of those issues. If you have (and I'm not doubting you have, since I've missed on 100% before), make a bug report. SE has clearly stated the intention is for Impulsive to give 103 + buff.
