So I'm in the middle of this quest line and I can't seem to get to Haimirich in the Ruling Quarter. Is that position where hes at gated behind the msq for map opening?
Weird that you can finish Botany and Fishing but they have this stopped if thats the case?

As I recall, the only way to get to the NPC's position overland is around through the western half of the zone, so you won't be able to access that area if you haven't unlocked access via MSQ.
The node you're ultimately going to need to mine from is in the next zone after where you are and you'll need to be able to fly in that zone to get to it, so all I can say is keep going.
