Any way to split PvE and PvP action bar sets for the same class?

So I wanted to PvP and created a new gear set for my Machinist, thinking I'd be able to customize the action bar on it for PvP.

It turns on the action bar is shared regardless of which gear set I'm using on my Machinist. Is there any way for me to have a separate action bar set up for PvP only?
