Explain how the Loot System for Savage is Static Friendly

As I'm reading the patch notes and I see the notes about the loot for savage. Maybe I'm is understanding something. But the system seems like a punishment for having a static. I did not do any coil raiding in 2.0. So I'm not sure how it's loot distribution works in raids here.

To me this sounds like once you've cleared it 1 time with your static, the 5/6 people who didn't get loot are basically boned for the week. Or is it that there are 8 chests that appear on a clear?

It's always been like that. If you're lucky you get 2 pieces someone can use, if you're unlucky you get your fifth dragoon spear or summoner book in a row without one DRG or SMN in your group. Only thing that changed is that now you get tokens, so you are guarranteed to get some pieces after a fixed amount of clears.

It's the same thing as how fcob was handled. You can help friends outside your static if they're okay with missing a chest, but anyone who has already run for the week can't roll.
Nobody's being punished for having a static, its the same shit. But now you get a guaranteed token drop from each turn once a week in case you didn't get anything from chests.

The top-tier content have always only awarded that fixed number of loot per 8-man party. This hasn't changed. But they've thrown in the tokens so in two to three months time, that one or two piece that you're still missing is guaranteed for you.

Whether that is static friendly, I don't know.

I'd argue that this system is more PUG friendly than Alex Normal.
