Blue scrips is to Law as Red scrips is to Esoterics.
There will be patch notes tonight for all the details, but in short they're adding in the last bit "launch" end game content which includes Alexander Savage mode and the new tombstones (end game currency) you can use to buy high level loot. I'm not sure why things are coming in two separate patches, but the patch on the 22nd includes currency for crafters/gatherers which are the red scrips you mentioned. They function similar to the blue scrips that are already in the game.
