Hair Physics

The physics on Twintail (double pigtail) hairstyles is all kinds of messed up. The left one flails around and the right one barely moves at all. This can be seen when in high wind conditions such as blizzards or wind in la noscea and if one stands horizontal to the wind.

IE: Western La Noscea, Wind Conditions, Wind blows to the west, so face north. The left one will be blown ALL the way to the left and the right one acts like its stuck to your head and barely moves at all. If you face south, its still the same even though essentially the right one should be moving move.

Needs a rebalance to make both of the 'tails' have the same physics. Its really weird seeing one move and the other not.
