Steps:
Right after the flare to signal the second phase, we were taking down the right leg, when suddenly the team was wiped during the doll phase, and me and a BLM (in the screenshot) was quarantined. Shortly after, we were all wiped but the encounter did not reset. I was not able to Vote Abandon because it was not 15 minutes into the encounter and I was not able to leave because it said that I was "engaged in combat." I logged out to the main character screen and logged back in and was able to leave the area. However, I got punished still for 30minutes for leaving a duty.
