Not a glitch.
To elaborate, "undersized," I'd a misnomer. Its basically the option to remove level sync, so yes a full party of 8 can go in at any level and I'll so long as it's a pre-made party.
it was fixed 2 weeks ago, and this not working previous to the fix was a bug.
