No, it shouldn't only be pre-casted for WARs before fights. The skill just needs to be reworked entirely. During phase changes, I'd rather put up Foe's or have a bit of Ballad or Army's Paeon than have to wait for a slow cast, single-target skill that has very limited utility.
You can use Warden's Paean with other songs. So, you can put the buff on you're WAR and then throw up Foe's at the start. And during phase changes, you can prioritze Mage's Ballad, and let the healer Esuna/Leach/AST equivalent the Pacify debuff. If you don't need it, then you can use WP. Regardless, they said the were gonna work on making it more useful.
Yep its entirely worthless.
It needs to be at the very least oGCD instacast.
Then maybe think about it having more than such a niche application.
