DoH NPC locations are a mess?

Is there a logic behind the location of DoH NPC issuers? I believe there are three in the new market street (Foundation). If I remember correctly, weaver was close to the Astrologian guild and culinarian was somewhere else.

I wanted to do the armorer lvl 55 quest. However, I have no clue where the NPC is. Since the patch is new, info websites have yet to update their data to find quest names/NPC's.

Does anyone happen to know where I can find the armorer NPC issuer?

ARM is off to the right of the door you enter for BSM. It's the Roe with an attitude from the original ARM story.

If you check the last entry for that quest chain in your Journal it usually gives a strong clue as to where to pick it up again. It's saved me from frustration many times!
