I believe I read somewhere that GC leves were being added in 1.19, but I couldn't find a dev post or anything about whether or not there would be certain restrictions. Mainly, will members of any given company be able to help out with these leves, or (like the caravan escorts) will they be restricted to the company you decide to join?

Caravans are the only company restricted content. Quests and guildleves you get a bonus for doing with people of different companies.
