Starting Attributes

Hello, I just started back playing again(right after heavensward release) and created a Lalafell/Dunesfolk Arcanist. In the character creation screen it tells me I will start with 22 MND.. In game I have 17. I noticed the same issue on my old character(Lalafell/Plainsfolk), when I tried the Arcanist job.. The character creation screen for Plainsfolk says I should have 20, but instead I have 15. I am not sure if this is a bug or just something I don't understand, but would like to know.. I want to be Scholar, but don't want such low starting MND stats.
