All Upon the Watchtowers: Cracked Fist not giving me quest. Please read description

Basically, I just got Final Fantasy 14: Realm Reborn/ Heavensward for PS4 last month and now it wont let me start the quest "All Upon the Watchtowers". When I finished "A laddle in the darkness", the quest showed up but I couldn't start it because I was still level 46, so I did a few other quests and duties until I got up to 49 and the quest wont even show up even after I logged out and back in again.. I looked into forums from 2013 stating that the issue has been solved when it clearly hasn't. I was going to pay for a monthly subscription to play the game but I don't think I will if the issue wont be resolved. There wont be any point in paying to play if I can't get any further into the story line and complete the game. Please resolve the issue. Thank you.
