Getting extremely frequent freezes/crashes while playing

I bought the game about a month ago and I've been having constant freezes. The game will go into a state of non-responsiveness, but the music still plays and any dialog will finish. After a time (usually between 20 seconds and 3 minutes) the game will unfreeze and play as normal until another freeze occurs.

There doesn't seem to be any real rhyme or reason to them, they can happen while I'm in a dungeon, inn room, or an open area without discretion. No matter what kind of fix I try none of them seem to stick only provide temporary relief. The temps on my cpu never rises above 60c and gpu is ~70c.

My Specs:
Intel I7-3770k
Kingston HyperX RED 8gb RAM
Gainward GTX 285 1gb
MSI Z77A-G45
Seagate Barracuda ST1000DM003 1TB
Rosewill Stallion Series RD500
Windows 7 Home Premium

I've tried:
-changing through all in-game settings
-Reinstalling client
-switching from windowed to fullscreen
-Running windows memory diagnostic(no errors)
-Locking the framerate
-Updating/downgrading drivers.
-underclocking gpu
-forcing constant voltage to the gpu
-messing around with nvidia control panel settings

Nothing has provided any sort of long term relief to the issue and this is the only game it seems to happen in. I'm considering just quitting the game until it's resolved, but I'd really love to continue playing.

Edit: I should also note that I'm playing with the DX9 client and I can play at maximum graphics at ~40 fps and this doesn't seem to have any real effect on the freezes
