Bard's Iron Jaws tooltip is off

Iron Jaws tooltip states that the timer of the Dots is refreshed, not that the DoTs are reapplied.

Steps:
1. Use buffs (Hawk's Eye, Raging Strikes)
2. Use Venomous Bite on Striking Dummy
3. Use Windbite on Striking Dummy
4. Notice damage
5. Use Iron Jaws on Striking Dummy (before the buffs wear off)
6. Notice the DoT is the same rough amount.
7. Use Iron Jaws on Striking Dummy (after the buffs wear off)
8. Notice the DoT is lower than before.
9. Keep using Iron Jaws until buffs are off cooldown, keeping the DoT roughly the same as when they wore off.
10. Apply buffs again
11. Use Iron Jaws on Striking Dummy
12. Notice the DoT is higher than it previously was (should match the first application)

Additional Information: The tool tip states that it refreshes the timer. It should say it reapplies them. If it refreshed the timer, the original buffs that were on when they were first applied should stay there even after the wear off on you. Refreshing the timer should have no interaction with the actual damage dealt, just the duration should be affected. However, Iron Jaws is actually reapplying the DoTs based on your current buffs when you use the skill, not when the DoTs were first applied.
