Missing NPCs. Sound keep cutting out, Skill delays, Maps not showing. Could keep goin

Hi there. I've been having a horrible experience with the game currently. Which stated the reason in the thread title. This hasent happened for too long but it's really annoying as it's taking atleast 30 seconds for npcs to appear. Also aswell as dying prematurely due to doing quests which involve dark rings. Mobs not appearing after im dead. Sound cutouts and random DC's. Had to hard reset my pc a few times too. Is anyone else experiencing the issues i am or would i be best reinstalling?
