Why is the loot system still a mess?

Okay so I just reached 60 the other day and ran what I could before the daily reset. Anyway, while I was running the library for gear, and the new expert dungeons, I noticed something, healing items were basically non-existent. Now I know to eliminate possible RNG, SE implimented a token system for Bismarck and Ravana, and Alexander, but I thought there was supposed to be other adjustments with dungeon drops as well; besides the loot master system. Everyone loved the system created for the 2.4 expert dungeons, you get an item to trade for the exact piece of gear you want. Why has that system been forsaken? And who else thinks this system should come back?
