Random Spear card mid fight, who do you throw it to?

Say you got a spear card at some random point in an encounter and you want/have to use it, for dps purpose. You're some unknowable amount of time into a lvl 60 dungeon boss, and are not coordinated nor aware of your party member's cooldowns (PUGs/not tryharding), in what order which dps is more likely to make us of it; what's the dps priority?

On BLM, it's not too likely to be useful. They got

• Sharpcast: 60s
• Enochian (QOL usefulness only) 60s
• Swiftcast (QOL usefulness only) 60s
• Ley Lines: 90s
• Raging Strikes&Convert: 3min
• A fair amount of defensive cooldowns

Answer is probably something like
DRG > MNK / NIN / * > BLM > *
I'm wondering where the other classes fit.

Doesn't this also affect the GCD?
In that case a BLM would be a very wise choice since they basically have infinite resources. Other classes who actually have to think about mp/tp might not be so wise at least in prolonged fights.

Nope, Arrow affects the GCD of everything, the Spear doesn't.

BRD = MCH > DRG = NIN = SMN > MNK > BLM

In general: Every class with B4B&Internal Release, preferably NIN. Other classes with short CDs are good too..

Sometimes on myself for Manaregg & Gravity spam

Give it to a summoner or scholar if they don't have aetherflow. At least then you know for sure it will have an effect.

If you put it on someone with skills already on cooldown will it then reduce that cooldown too? Or just on skills used after the buff?
If it's the former, does it just remove the time it should normally be shortened with or is it a percentage depending on how far in you give the buff?

I'm reasonably sure it only applies to skills used after the Spear effect is active.

I think it's useful for those job who have CD like 5 minute.

this is about right. in df pubs mch, brd, drg, and nin will be spamming the most ogcds so they're safe bets.
