Error 2002 with na servers

I recently moved and I am now unable to connect to the lobby server. I consistently get error 2002. When I change to a Jp data center I am able to get to character selection but I get error 2002 with na data centers.

No ports are blocked at my router. i connected through this router previously with a different ISP without any issues. My ISP claims to only block outgoing port 25.

My ISp is Cincinnati bell and I have fiber to the home with 1gbps service.

Is this a routing issue or an server issue?

Please help.
