I think it's a general oversight. By the time someone has that much gathering stat, the rate is already 100%.
Is that really working as intended? I don't understand.
All the other bonuses make sense.

Eh there are some things to consider.
Unknown items are always 25% base unless you buff yourself. Gathering Bonus makes these a tad easier to find, with hidden items even if you get bonus you might not have hidden and pretty much "Gathering Bonus" is one of those bonus's more supportive of leveling/keeping a gathering chain and for uncovering unknown items with super ease than it is for end game.
[Gathering Rate +10%] Gathering > X
[Gathering Rate +25%] Gathering > X
These both have conditions in which if you meet them, you're already at 100% gathering rate anyway.
I suppose you're right about that... But then again, it seems silly to have such a thing for that purpose only. If your goal is uncovering something for the first time, that skill that boosts your gathering rate 50% only costs 250 GP invalidates the need at all. x_X
Don't try to find any sense. If it's not 100% there's always more than 50% chance to fail, even at 99%.
My 54 BTN has ~400 gathering and I need around 460 for Dravania Forelands +X% gathering bonus, if i'm remembering right. 80-85% chance for an item my level, I think -- would be nice to get that bonus.
I have received that bonus plenty of times when it was needed...
