i was thinking of changing server from one legacy to another, if i was to do a world transfer, do i have to wait until the world is open, or can i tranfer straight to it even though its closed ?

If I remember correctly, the server has to be open for you to transfer.
Looks like it is possible even when it's closed. If you are sure about transferring just log on the mog station and give it a try. I am sure the system will let you know right away.
You can transfer to any server, even if it's closed.
