Ok i know that here are already thread about this skill but my question is
We do all know that this skill works only on buffs that comes from you. Now the question is this
Is the skill bugged? Because the tool top says that it increase all benefical effects. And it doesn't says 'casted by you'.
Or the skill IS SUPPOSED to work like this? And so the tool tip is bugged and not the skill.
We don't know if it's bugged.
Some people claim that the JP and FR descriptions imply that it's only supposed to work on buffs cast by you, but from what I've seen personally, that is false.

Not sure about the French version but this is the JP description:
ダイレーション:
パーティメンバーひとりを対象とする。自身が対象に付与した強化効果の効果時間を15秒延長する。
Extend the effects of buffs casted by you, on your target, by 15secs.
No this is how it is supposed to work. It's most likely a translation error on the English side of it.
