I heard someone mention it was after your first airship reaches rank 7, can anyone confirm or deny this?

I heard someone mention it was after your first airship reaches rank 7, can anyone confirm or deny this?
made it to rank 10 24 hrs ago have the ticket pass and the parts to make a new ship and the option is not available. Unless there is another portion like an npc you have to speak to it is some where above rank 10 or it has to do with number of locations discovered.
It's unlocked by a certain progression that nobody has reached yet. Our airship will be 14 or 15 when it comes back today, I know others are already 15 with nothing yet.
