/visor saved state does not load correctly under certain circumstances

Steps:
1. Switch to an armorset that has been updated after heavensward to include a saved /visor state
2. Note that the /visor state loads correctly
3. Shut down the game, then restart it.
4. Upon entering the world, note that /visor has reset to the default state (not loaded from save)
