Impulsive Appraisal gains benefit of Discerning Eye buff on the use that activates the buff, not on the next skill use. This is not how the tooltip reads, as Discerning Eye tooltip implies it only amplifies a single skill use, not two.

5. Observe that when Impulsive Appraisal activates Discerning Eye(30% chance on use), collectability gain increases by 50%
6. Observe that Discerning Eye is still active and works for the following action, as tooltip suggests
